US dishes out $9.78m for energy support

The United States Government, through the Millennium Challenge Corporation (MCC) has this month agreed to provide up to $9.78m for the development of high-impact investment projects in Tanzania’s energy sector.

A statement availed to this paper yesterday by the US Ambassador to Tanzania M
ark Childress said the grant agreement builds on a strong partnership between the United States and Tanzania.

Between 2008 and 2013, MCC implemented a compact of investment projects in water, roads and electric power throughout Tanzania totaling $698 million.

Childress who presided over the signing of the grant agreement at the Ministry of Finance in Dar es Salaam noted further that given its successful implementation of the first compact programme – the largest in MCC’s history – MCC designated Tanzania eligible to develop a second compact programme with a focus on the power sector, including investments in infrastructure as well as policy, regulatory and institutional reforms.

According to the statement, the agreement was signed by MCC’s Vice President of Compact Operations, Kamran Khan and Minister of Finance, Saada Mkuya Salum.

That compact programme led to the construction of over 3,000 km of power lines, 450 km of trunk roads, two water treatment plants and an airport runway.

It said through the grant agreement signed yesterday, Tanzania will mobilize consultants to undertake detailed feasibility studies and other preparatory work on project ideas that are most likely to stimulate long-term economic growth.

The statement said the studies will allow Tanzania to fully develop projects to reform the power sector; improve the technical, financial and operational performance of the Tanzania Electricity Supply Company Ltd. (TANESCO) and the Zanzibar Electricity Corporation (ZECO) and expand access to electric power in rural areas.

It stated that the proposed projects are expected to form the basis of a second MCC compact of investments between the United States and Tanzania.

“This project development grant marks an important milestone in the development of the second compact program.  The grant also marks a significant commitment toward the goals of Power Africa, the US Government initiative to double the number of people with access to power in Africa through collaboration with African governments, the private sector, and other development partners,” it said.

TPDF denies involvement in DRC killing

Tanzania People’s Defence Force (TPDF) has refuted reports that its st
aff have been involved in the recent killing of a Congolese, expounding that the Tanzanian soldiers in the Democratic Republic of Congo (DRC) are working in the central African country under the UN’s peace keeping mission and not as soldiers deployed by TPDF.

The TPDF’s statement came a day after some media outlets reported that Tanzanian soldiers have been involved in assaulting a civilian.

According to media reports, TPDF soldiers in DRC shot a civilian dead, something that resulted into a fight between the residents of the area who used traditional weapons and Tanzanians soldiers.

Briefing journalists yesterday in Dar es Salaam, TPDF acting spokesperson, Major Joseph Masanja said the reports are inaccurate because on the day in question, the members of the peacekeeping mission in DRC was on its way to Beni in the Eastern part of Congo where the most part of is dominated by rebels of Allied Democratic Force.

“TPDF would like to remind the public that all operations conducted in the DRC observed the United Nations (UN) rules and regulations and not TPDF’s commands as it has been reported. It should be well known that any activity concerning the peacekeeping operation in the DRC is under the UN and not TPDF,” he said.

He said while executing its day to day operations, the peace keeping force came across a barrier and as they were trying to get rid of it, a group of unknown people arrived at the scene but fortunately the DRC military force showed up just in the nick of time before any harm was done and escorted the Tanzanian soldiers to a safe destination.

“The TPDF would like to remind everyone that the presence of TPDF soldiers in DRC is part of UN’s peace keeping mission in the DRC, therefore TPDF soldiers are a part of the ‘Force Intervention’ brigade,” he emphasised.

The ‘Force Intervention’ brigade was formed under the United National Security Council resolution Number 2098 of March 28 2013, Section (9); among the soldiers within the task force are from Tanzania, South Africa and Malawi.

Tanzania in hard times - Mkuya

The country has been said to be passing through hard times resulting from the standoff caused by the IPTL saga preventing donor community from releasing their general budget support (G
BS) funds.

Finance Minister Saada Mkuya revealed in Dodoma this week that such an action has adversely affected the government funding of various projects due to the weakness of the country’s revenue sources.
She said the country needs to ensure that it strengthens its revenue sources and allow proper use of its insufficient resources being collected.

In this fiscal year, the government is expected to receive grants and concessional loans from development partners amounting to Sh2,942billion out of which Sh922billion were grants and loans for the GBS, while Sh274.1billion were for the basket funds and Sh1,745billion for development projects.

According to her, the current scenario does not differ much with what was experienced in the 2013/2014 financial year when the donors delayed in disbursing funds to all government ministries except the ministry of Works which got Sh604.5bn being 71.84 percent of its Sh845.125bn.

She said the Livestock Development and Fisheries ministry was the most hit receiving only Sh3.881billion being 13.4 percent of the total budget of Sh28.973bn followed by the Defence ministry with Sh49.378bn being 20 percent of the budgeted Sh245.58bn.

Other ministries on the list include Education and Vocational Training ministry with Sh14.921bn, a 20.5 percent of its Sh72.598bn budget, Gender, Community and Children development ministry obtaining Sh2.923bn, a 24.54 percent of the Sh11.91bn budget.

Information, Youth, Culture and Sports received Sh4.327bn out of the Sh12.7bn, Lands, Housing and Human Settlements got Sh47.94 bn being 44.25 percent of the Sh72.17 bn budget.

Infrastructure ministry received Sh201.21bn being 47.84 percent of Sh420.52bn while ministry of Energy and Minerals were given only Sh577.7 bn out of the budget Sh1.17 trillion. Ministry of Agriculture, Food Security and Cooperatives got Sh40.83 bn being 50 percent of the Sh81.04 bn budget.

Debating the 2014/2015 budget in June this year, Finance Deputy, Adam Malima assured the parliament that the government would reduce dependency in the new fiscal year by ensuring that donors contribute less to both GBS and Basket Funds projects.

The government had estimated to release Sh282.5bn from domestic sources in the ending fiscal year but only Sh248.8bn had been released as of last month.

Mkuya told exclusively the Guardian at the parliament grounds on Wednesday that her office has learnt on how some budgeted funds ended up in the hands of unfaithful officials.

“While the government was struggling with how to raise money to meet its budgetary demands, there are some unfaithful officials struggling to swindle the same funds” she said.

She added that “Soon after introducing the e-payroll system, we realised that some names were missing in the payroll, a clear indication that some people have been siphoning government money”

Being The Woman He Desires Even if You are Shy

Step1
Surprise him now & again with something unexpected, such as oral sex in an unexpected place/time. Do you often have sex in the same place? Mix it up & he will be pleasantly surprised- trust me.
Step2
Don’t be shy about what it is you are up to & what you want. (He wouldn’t be)Take charge; Unbuckle the belt & jeans/pants, take off the shirt, kiss him, etc. (ESPECIALLY if this is something you normally don’t do) – Lead him where you want to take him. Your man will be COMPLETELY turned on by YOU taking the initiative.

Being The Woman He Desires Even if You are Shy
Step3
Talk dirty (if you are comfortable). Often, JUST talking to him, not necessarily dirty, will make him crazy.(e.g. how much you want him right now, how good he tastes/feels ,etc.)Make this something special (time & again) that he won’t forget.
TIPS
Your man loves your body more than you know, try not to be self conscious
Be able to laugh & talk about everything.
Never do anything you don’t want to!!
More
Do this occasionally, but spread it out enough to keep the anticipation factor alive.

Have FUN!!!
The Most of it ENJOY !!!!!

Premier league players to join security funds

The government is in talks with the Social Security Regulatory Authority (SSRA) to see how premier league soccer players can be included in the security funds, the National Assembly was told yesterday.

The Deputy Minister for Information, Youth, Culture and Sports, Juma Nkamia said most football clubs in the country offer job contracts to players thu
s it was important to ensure they join the security schemes like other workers.

“Most Tanzanian footballers retire around the age of 35 after playing for approximately 10 to 15 years. It is essential that as they leave, they have something to carry home,” he said.
The deputy minister said security funds should take the opportunity and see how best the players, some with short contracts can be served like other members.

Such a facility should include provisions of how the funds can collect deductions from various clubs within the time of the player’s services.

Nkamia was responding by Ileje MP Aliko Kibona (CCM) who sought to know  what plans the government has made to ensure premier league clubs enroll their players in social security schemes.

The legislator blamed the clubs for not adhering to the Social Security Funds Act of 1964 that requires all employers to register their employees with social security funds.

“Why can’t the government order those clubs to comply with the law just like other employers in the country,” he demanded.

The MP argued that when players retire because of age, permanent injury or reduced ability to play, they need to be given some start up funds to adapt to a new life situation without sport earnings.
The deputy minister said the government was working on the matter, praising Young Africans SC of Dar es Salaam for the good effort of entering negotiations with NSSF to provide a housing loan scheme to their players.

Meanwhile, the government has promised to intervene on the high deductions the premier league teams face in each match.
“I have met Tanzania Football Federation (TFF) officials and other stakeholders in discussion to see how to harmonize the deductions. It is true the deductions are too big and many,” said the deputy minister.

The Dar es Salaam Regional Football Association (DRFA) was getting double shares in the deductions while it was not doing anything visible.  “It is not known what the DRFA is doing with the money,” he told MPs.

KOICA to establish Taekwondo Dojan at Police Academy

The Korea International Cooperation Agency (KOICA) will finance USD 165,000 to establish a state-of-the-art Taekwondo Dojan at the Dar es Salaam Police Academy (DPA) in an initiative to build the capacity of the academy.

The project, expected to be completed in 2015, is the initiative of the late Master OH Jongse, a taekwondo master from Korea who was dispatched to the Dar es Salaam Police Academy by KOICA under its World Friends Korea volunteer program to serv
e as a taekwondo instructor.

Unfortunately, Master OH Jongse passed away from malaria before finalising the implementation of the project.

'KOICA decided to implement the project in memory of their volunteer and to strengthen their relationship with the Dar es Salaam Police Academy,' said Kim Seungbeom, the Resident Representative of KOICA Tanzania, speaking on behalf of the agency.

Taekwondo is one of the most effective forms of martial arts in the world and it improves strength, fitness and flexibility.

'We have found taekwondo stretching tough, but the results are great,' said one of late Master OH’s students.

During the signing of the Memorandum of Understanding between the KOICA and the Dar es Salaam Police Academy for the implementation of the project, the DPA commandant, SACP Ally Lugendo, said that the project will help to increase the number of trainees who will receive taekwondo training at the DPA, and the dojan will serve as a space for additional martial arts training for the Police.

KOICA is an agency of the Government of the Republic of Korea responsible for implementing the government’s Official Development Assistance (ODA) and technical cooperation programs in developing countries.

Simba, Yanga now eye ‘Nani Mtani Jembe 2’ tie

Soccer giants, Simba and Yanga, are already eyeing their ‘Nani Mtani Jembe 2’ tie to be held at the National Stadium in Dar es Salaam next month.

While Yanga have given their players a 10-day leave, Simba have released their players for two weeks prior to starting preparations for the mouth-watering match.

The sides will lock horns on December 13 in the tie coordinated by their main sponsors, Tanzania Breweries Limited (TBL) through Kilimanjaro Premium Lager brand.

It will be the second time in a row since the ‘Nani Mtani Jembe’ campaign started last year.

Simba won the inaugural campaign after beating Yanga 3-1 at the same venue last year.

According to Yanga secretary general, Beno Njovu, the Jangwani Street side has already started training but will officially start preparations when their first choice players arrive.

'We have given our boys 10 days to rest and they will, then, start official preparations for ‘Nani Mtani Jembe 2’. We hope we’ll perform well in the game,'Njovu said.

Simba information officer, Humphrey Nyasio, said his squad has been given two weeks to rest and the players are expected to assemble on November 21 for training.

'A match against Yanga is very competitive, so, we have to be well prepared. But we believe we will emerge winners, we know what we are doing,'Nyasio said.

He also urged Simba fans to support their team during the campaign.
Kilimanjaro Premium Lager manager, George Kavishe, asked the two sides’ fans, especially Simba, to pull their socks in the campaign to enable the Msimbazi side to collect more in their ‘money league’ against Yanga.

Simba had, until Wednesday this week, collected 17,900,000/- compared to Yanga who had 62, 100,000/- while on Tuesday, Simba had 20,115,000/- while Yanga had 59,885,000/-.

The 2013 Miss Tanzania Happiness Watimanya jets today to London to represent the country in this year’s Miss World beauty contest.
The 64th edition of the Miss World pageant will be held on December 14 at ExCeL London in London.

Megan Young of the Philippines will crown her successor at the end of the event whe
re 130 contestants from all over the world will compete for the crown.

Watimanya said in Dar es Salaam yesterday that she expects to do well as she sufficiently prepared for this event, supported by Miss Tanzania organizing committee.

The local beauty queen said that she has been in a training, aware of the level of the challenge she faces in London.
“I know it is a tough competition as I am going to meet a lot of contesters who are appreciated beauties. There are special things which belong to me and they could make me a winner.

“I call upon the fans to give me their support as I am going to represent the country, not on my own as an individual, as their support means a lot to me,” she said.

She declared that Tanzania beauty queens should watch and follow up on the competition as they will learn a lot on how to become winners in local and international competitions.

Hashim Lundenga, the director of Lino International Agency who are also organizers of Miss Tanzania, said yesterday his committee had already finished bringing together trip requirements to London.
During the training Watimanya was learning from her teachers, who have expressed their confidence that she would well fly the national flag.

“We are making everything good for our queen and we believe she is in a position to make history in London,” said Lundenga.
A few days ago Happiness’ mother blamed the Miss Tanzania committee for poor preparations for her daughter as they failed to give her various required materials.

The beauty queen’s mother said that the committee failed even to give the young contestant the 5m/- for shopping as required in the contract.

“Even for introduction shooting they said it is too expensive but me as mother I decided to give my daughter 1m/- down payment as I want her to win and not get ashamed in London,” the lady intoned.

Sitti steps down, Lilian Kamazima new Miss Tanzania

Stop gap Miss Tanzania Sitti Mtevu has resigned for what she called being sick and tired of allegations which the social media and press were leveling against her.

Miss Tanzania organisers Hashim Lundenga of Lino International Agency said in Dar es Salaam yesterday that Sitti wrote a resignation letter to his committee on November 5.

Lundenga said Sitti’s runner-up Lilian Kamazima (18) who was also Miss Arusha had been promoted to be the new Miss Tanzania.

Lundenga said that Sitti’s letter stated that she had decided to step down because of the accusations leveled on her by the public and the press.

“We have accepted her decision. We do not have reasons to refuse her although her decision has shocked us,” Lundenga said.

“Always we have being insisting on our regulations and we will keep on making sure that no one is violating them,” said Lundenga.

Lundenga specified that in the letter, Sitti didn’t mention whether the allegations were true or false.

“We are happy also to have Lilian and from now we will give her every support as Miss Tanzania,” he emphasized.

On her side, Lillian who accompanied the Miss Tanzania Committee in the press conference said that she was happy to replace Sitti and promised to represent Tanzania at the Miss World contest well next year.

After Sitti was crowned last month, beauty fans leveled complaints about her, saying that he was over-aged. Some people even published what were given as her credentials such as her passport and driving license showing an actual age of 25 years.

The now defunct Miss Tanzania refuted the reports claiming that she was only 23 years old.

This is the first time for a crowned Miss Tanzania to resign since the Miss Tanzania beauty contest was reintroduced in the country in 1994.

FAO commits to further help small-scale agribusinesses

The Food and Agriculture Organisation (FAO) office in Tanzania has in the last four years provided technical support to small scale agribusiness entrepreneurs, through its Southern Highlands Food Security (SHFS) programme under a USD5m, German fund.

Speaking in an exclusive interview with The Guardian recently, FAO Tanzania Country Representative, Diana Tempelman, said the support focused on assisting the Southern Agricultural Growth Corridor of Tanzania (SAGCOT) initiative to boost agro-production and processing industries along the Dar es Salaam-Mbeya corridor.

She was speaking during the UN week celebrations to mark the 69th anniversary on the establishment of the United Nations.

Tempelman also said that further efforts were made to link farmers with other value chain players such as traders and agro-food processors through the recently established collaborative pact with the Rabobank/NMB Foundation.

“FAO is now looking into ways to enhance men, women and young farmers’ access to agricultural financing. Under this agreement with NMB, FAO will continue to provide technical assistance to increase the productivity of rice and cassava crops, linking producers to agribusinesses to increase their access to markets, while the NMB will be responsible for building farmers’ financial literacy skills and group management skills to become more credit-worthy and obtain formal loans by the end of the four year programme,” she said.

She underscored that during the coming years FAO will further facilitate producers and formal agribusinesses to capitalise on market opportunities in the existing regional communities such as the Southern African Development Community (SADC) and East Africa Community (EAC) of which Tanzania has been a long serving member.

She noted that the Agricultural Sector Development Strategy objectives include creating an enabling and favourable environment for improved productivity and profitability in the agricultural sector and increasing farm income to reduce income poverty and ensure household food security.

Tempelman highlighted FAO’s continued support to Agricultural Sector Line Ministries to elaborate a Sector-Wide Agricultural Development Plan, given that “the Agricultural Sector Development Strategy (ASDS) provides a comprehensive blue print for advancing the sector and specifying how the sector will achieve MKUKUTA and MKUZA targets,” she said.

Global Entrepreneurship Week to foster innovation, creativity set for this year

In a continued effort to empower young and upcoming entrepreneurs in Tanzania, the Global Entrepreneurship Week in Tanzania team will host yet, another GEW and this year in a roll, the third edition of Global Entrepreneurship Week (GEW) activities, under the theme ‘Innovation and Creativity at the Market place’.

The event is considered to be the largest celebration of innovators and job creators, where start-ups are motivated and encouraged to drive economic growth and for the best expansion of human welfare.

The global initiative kicked off in 2008, launched by former UK Prime Minister Gordon Brown and Carl Schramm, the president and CEO of the Ewing Marion Kauffman Foundation.

“With an increasing rise in unemployment rates in Tanzania, embracing and promoting entrepreneurship is what will raise the country to that next level of being an economic giant.

Having conducted two other GEW events in Tanzania which focused on Awakening Entrepreneurship potential in 2012 and Access to Financial Resources in 2013, this year we are concentrating on Innovation and Creativity at the market place--providing creative solutions to the consumers and thus increasing value proposition of entrepreneurs,” said Lillian Secelela Madeje, Managing Director of Professional Approach Development and Organising Team for GEW Tanzania yesterday.

She also noted that GEW Tanzania is part of a global initiative within an international network of over 140 countries dedicated to advance and empower entrepreneurs across the globe.

“From Zanzibar to the shores of Lakes Victoria and Tanganyika, in every corner of the land, we want to make a rallying call to all entrepreneurs to bring innovative ideas to the market place,” she added.

The one week event set for November 17 to 23, this year is looking to spark entrepreneur’s minds in delivering cutting edge solutions at the marketplace, she said.

This year’s event has seen great collaboration and partnership from the International Labour Organisation (ILO), Dar es Salaam Stock Exchange, ZAYEE, KINU Hub, Professional Approach Development, Trinity Group East Africa and Africa 2.0 Tanzanian Chapter.

“The weeklong events will aim to celebrate, encourage, promote and enable entrepreneurship through training and workshops, mentorship and inspiration from entrepreneurs such as Mercy Kitomari of Nelwas Gelato, Mboni Masimba of The Mboni Show, Jennifer Bash of Alaska Tanzania and so many more,” she said.

GEW Tanzania events and activities will showcase what thousands of organisations already do to help foster a culture that embraces innovation, imagination and creativity.

“Each day will be dedicated to a specific segment group from women in entrepreneurship, youth in entrepreneurship, agriculture and entrepreneurship, a meet up between start ups and venture capitalist firms and it will culminate with a Three-day Start Up weekend event,” she added.

Carl Schramm, one of the founders of GEW, president and CEO of Kauffman Foundation said: “Global Entrepreneurship Week will be happening in almost every country in the world five years from now.

What this means is that probably half a billion people in one week will think about a different career for themselves. They will see in GEW a moment, a second, a day, a lecture, a TV show, a program
me, when they reassess what they are going to do with their lives”
