Apple to release iPhone 6s mini this year

After the release of  iPhone 6, which is a larger phone in order to compete with Samsung, HTC, Sony, Techno and other brands who were rising in the market because of their larger phones. Now Apple claimed a smaller phone was preferable because users could reach the whole screen during one-handed use.

More and more reports claim that Apple will not simply abandon smaller iPhones now that it’s launched the bigger iPhone 6 and iPhone 6 Plus, which have both been massive successes for the company. Instead of simply keeping the “old” iPhone 5c and iPhone 5s as part of its iPhone lineup, the company is expected to launch a brand new 4-inch iPhone part of the iPhone 6 (or iPhone 6s) family later this year.

The most recent such report comes from U.S. investment firm Zacks Equity Research, according to MyDrivers, which says that Apple is being “forced” by continued interest in smaller iPhones to launch a new 4-inch iPhone 6 handset for 2015.

The company reportedly wants to sell at least 10 million iPhone 6s minis this year and the smaller device is expected to be significantly cheaper than the regular iPhone 6 models.

Its believed that Apple is going to launch a 4-inch iPhone 6s mini in 2015, alongside corresponding 4.7-inch and 5.5-inch iPhone 6s models.

Whats your  opinion on this is it a good move or huge no-brainer for Apple

1. “Ability to hold conversations”

Men love to talk too, they value conversations with the one they love. No man wants to come home to a wife with whom he has nothing to say. He wants laughter, real talk, serious talk, engaging stories.

2. “Ability to easily turn on”

A man wants a sexy wife, a woman who easily pushes his buttons and he can look at and crave for. He wants to share forever and remain faithful to a sexy woman who connects with his kind of sexiness.
3. “Motherliness”

With marriage comes the possibility of having children; whether those children are biological or adopted. A man wants not just a good wife but a good mother. She has to have nurturing qualities and ability to keep a house in order. If she is a single mother, he studies how that woman treats her own child/ children.

4. “Ability to improve him”

A man needs a helper, he knows he needs help even though he may not admit it. He wants someone who will correct him with tender love, better him, inspire him, encourage him, be his pillar pushing him to growth. He looks at the woman and asks “Besides being sexy and beautiful, what value can she add to my life?”

5. “Maturity”

Marriage is not for girls but grown women. A grown man looks for a grown woman to settle down with, a woman who has shed off her childish tendencies and wants something real. He will look at what excites her, how she carries herself; is she ready for a grown man’s love and responsibility, or is she still a girl in a woman’s body? He will not baby sit in marriage.

 6. “Emotional stability”

Everyone has emotions, even men; question is, do you have control over your emotions? A man wants a wife who will be true to her emotions but not allowing her emotions to influence her decisions. Is her temper out of control, is she an alcoholic, is she having low self-esteem, is she insecure in an unhealthy way? He doesn’t want an emotional wreck who is irrational, doing and saying things out of impulsive and misplaced emotions. He wants a solid and consistent woman, anchored in certainty, a Queen in charge of herself.

 7. “Ability to partner”

A man wants a woman to work with, a compatible partner to submit to love with. Some women are hard-headed, know it alls, too independent and rigid to the point that the thought of having a home with them and living together is like inviting war. He wants no headaches but a woman he can reason with, compromise with, form a formidable team with.

8. “Character strength”

Character is crucial, for charm and physical beauty will one day age but character affects every aspect of life. He will study her reputation, how she talks, how she thinks. He wants a woman who will be a role model to their children, a woman he will want his daughter to grow up to be like.

9. “Ability to challenge”

A man wanting a serious marriage goes for more than a pretty face, he goes for a woman with ambition and self-drive, a woman who can hold her own, one he can be proud of and say “That’s my woman”, a woman who puts him on his toes to man up, a woman demanding his best, a woman who fires him up just watching her going after her dreams; a woman whose life doesn’t revolve around him but outside what she and him have, she has a lot of good going on. Passion in a woman is attractive.

10. “Ability to cover him”

A woman who can keep a man’s secrets, weaknesses, mistakes and shortcomings wins his trust. He wants a wife who will cover him, clothe his nakedness and defend his honor. One who will fight battles with him and for him because that will make him go to any lengths to keep her by his precious

11. “Friendship”

Marriage lasts and is strongest and sweetest when you are married to your best friend; that friend you know everything about yet never leave, that friend who looks out for you, who sometimes can offend you but is too valuable to let go; stuck with each other through thick and thin.

12. “Loyalty”

A man looks for loyalty; a woman who is dependable, whose commitment is unwavering no matter what circumstances, rumors, friends, family say about him.

 13. “Quality of her friends”

You know a person by their friends. A man will pay close attention to her friends as this reveals a lot about her. A woman’s friends can be a stumbling block to a fruitful marriage, they have a lot of influence; they can feed her wrong ideas or sharpen her to greatness, they can wrongly advice her or rightly support her in building the best kind of love.

14. “Ability to be lovable”

Some women, though beautiful, are not lovable. They put up walls and make the man struggle just to love her. A man wants a wife receptive to his love, one easy to love, approachable, open to his affection.

15. “Ability to bring out the husband in him”

A wife material kind of woman makes a man want to be a husband. She is the type who will make him want to propose, want to be a father, want to say “I love you”, a keeper. Because of her, he does amazing things he never thought he was capable of, he looks at himself and sees husband material ready for her

Health security pillar of sustainable development

United Nation
Despite progress in combating killers diseases such as HIV/Aids and vaccine-preventable diseases such as measles, tetanus and diphtheria, the global gap between those who can access health services without fear of financial hardship and those who cannot is widening.

This is contained in a press release issued by a new global coalition of more than 500 leading health and development organizations worldwide launched on Thursday at the two-year anniversary of  United Nations Resolution, unanimously passed on 12 December 2012, which endorsed universal health coverage as a pillar of sustainable development and global security.

According the press release each year, 100 million people fall into poverty because they or a family member becomes seriously ill and they have to pay for care out of their own pockets.

“Around one billion people worldwide can’t even access the health care they need, paving the way for disease outbreaks to become catastrophic epidemics,” reads part of the press release.
The new global coalition is urging governments to accelerate reforms that ensure everyone, everywhere, can access quality health services without being forced into poverty.

The coalition stresses the importance of universal access to health services for saving lives, ending extreme poverty, building resilience against the health effects of climate change and ending deadly epidemics such as Ebola.

“The need for equitable access to quality health care has never been greater, and there is unprecedented demand for universal health coverage around the world,” the press release quotes Michael Myers, Managing Director of The Rockefeller Foundation, which is spearheading Universal Health Coverage Day.

“Universal health coverage is an idea whose time has come – because health for all saves lives, strengthens nations and is achievable and affordable for every country,” adds Myers.

However the coalition acknowledges the increase of countries embracing universal health coverage now compared to 20th century, “ universal health coverage was limited to a few high-income countries, but in the past two decades, a number of lower- and middle-income countries have successfully embraced reforms to make quality health care universally available,” reads the press release.

Countries as diverse as Brazil, Ghana, Mexico, Rwanda, Turkey and Thailand according to the press release have made tremendous progress toward universal health coverage in recent years.

To show that universal health coverage is achievable the coalition points that, the two most populous countries, India and China, are pursuing universal health coverage, and more than 80 countries have asked the World Health Organization for implementation assistance.

“Putting people’s health needs ahead of their ability to pay stems poverty and stimulates growth,” said Dr. Tim Evans, Senior Director for the Health, Nutrition and Population Global Practice at the World Bank Group. “Universal health coverage is an essential ingredient to end extreme poverty and boost shared prosperity within a generation.”

“Ebola is only the most recent example of why universal health coverage is the most powerful concept in public health,” Dr. Marie-Paule Kieny , Assistant Director-General for Health Systems and Innovation at the World Health Organization has been quoted by the press release.

“Investing in strong, equitable health systems is the only way to truly protect and improve lives, particularly in the face of emerging threats like the global rise of non-communicable diseases and increasingly severe natural disasters,” added the Assistant Director-General for Health Systems and Innovation at the World Health Organization.

Commenting on the day, Kebwe Stevephen Kebwe Deputy Minister for Health and Social Services, told this reporter over the phone yesterday that, Tanzania is committed to implementing universal health coverage to enable her citizens, the have and the have not to equitably access health services regardless of their geographical location and financial status.

“The Ministry of Health and Social Welfare, the Parliamentary Standing Committee for Social Services in collaboration with a team of experts drawn from various ministries and departments are working on that by 2025 Tanzania will have 75% universal health coverage,” The Deputy Minister told The Guardian.

According Kebwe, so far a team of experts has visited Ghana, Malaysia and Singapore to learn about how to implement universal health coverage.

The Rockeffeller Foundation is spearheading this new global coalition in collaboration with World Health Organization and World Bank Group.

More than 50 pct of Tanzanian youth are undereducated - ILO

More than half (58.5 per cent) of Tanzanian youth are undereducated and 7.1 per cent of all youth have no education at all, a recent research by the International Labour Organisation (ILO) has revealed.

Presenting research findings titled ‘Labour market
transition of young women and men in the United Republic of Tanzania’ yesterday in Dar es Salaam International Labour Organisation (ILO) Chief Technical Officer, Sara Elder said another 11.1 per cent of the youth work in elementary occupations classified as undereducated. “With a substantial share of youth completing their education at the primary school (38.2 per cent) level and secondary school (44.8 per cent), it is not surprising to find more Tanzanian youth classified as undereducated,” she said citing a mere 8.6 per cent of the youth in Tanzania are considered overeducated.

“Under education has a negative impact on the productivity of the worker as well as on their level of their confidence and well being,” she noted. “One way to address the challenge is to make sure that such workers have the necessary skills to best perform available jobs,” she advised urging for what she termed as job training, training workers on the job to help them better perform.

She therefore called on the government to ensure that job training is offered to help the youth become competent.

United Nation Development Assistance Plan Coordinator, Country Office, Annamarie Kiaga, said that currently, ILO in collaboration with the government are working to establish an active labour market policy to ensure that youth get employed.

Al-Shabab claims Kenya bus passenger killings

Somali group says 28 non-Muslim passengers shot on board bus in Mandera in revenge for police raids on Mombasa mosques

Al-Shabab fighters from Somalia hijacked a bus in Kenya's north and killed 28 non-Muslims on board after they had been singled out from the rest of the passengers, police officials said.
Two police officers said that the bus travelling to the capital Nairobi with 60 passengers was hijacked 50km from the town of Mandera near Kenya's border with Somalia.
The officers insisted on anonymity out of fear of reprisals because of an order from Kenya's police chief that officers should not speak to the media.
Al-Shabab claimed responsibility for the dawn bus attack in a statement on Saturday, saying the attack was revenge for raids carried out by Kenyan security forces on mosques in the coastal city of Mombasa. Kenyan police said they found explosives and arrested more than 150 people in the mosque raids.

"The Mujahideen successfully carried out an operation near Mandera early this morning, which resulted in the perishing of 28 crusaders, as a revenge for the crimes committed by the Kenyan crusaders against our Muslim brethren in Mombasa," Sheikh Ali Mohamud Rage, a spokesman for the group, said in the statement.
The interior ministry confirmed Saturday's attack, saying via its official Twitter handle: "Security agencies are in pursuit of the criminal gang. We'll give a comprehensive update once preliminary reports are out."
Police said that the attackers, who were heavily-armed, fled towards the border between Kenya and Somalia, adding that a security team has been deployed to the area to capture the attackers.
A reporter for Kenya's Standard newspaper told Al Jazeera the attack happened at 5:45am local time.

Quoting Mandera County Commissioner, journalist Boniface Mungeri said the attack was carried out by "about 100 gunmen who commandeered" the bus and forced the passengers out.

Passengers separated

Mungeri said the passengers were separated into groups according to their religion. Non-Muslims, the reporter said, were executed and Muslims were freed. The assailants attempted to take the bus but it got stuck in mud on the unpaved road.

Among those killed were two security officers and teachers who were travelling to their home towns on holiday, said the reporter.
Mandera County Governor Ali Ibrahim Roba said on Twitter: "The inhumane butchering of innocent Kenyans by terrorist must get [a] very firm response from our national security team."
Kenyan authorities have blamed the Somali armed group al-Shabab for a wave of deadly attacks across the East African nation. Kenya sent troops to Somalia in 2011 after raids on its coastal towns blamed on al-Shabab and has since seen a surge in lethal attacks.

Al-Shabab has also been blamed for the September 2013 attack on the Westgate shopping mall in Nairobi, which killed 77 people.
Somali government troops backed by AU forces are making progress in capturing the remaining al-Shabab strongholds, but the group has continued to carry out attacks in Somalia and the East Africa region.
Recently, they captured the port town of Barawe.
Al-Shabab was also dealt a heavy blow following the death of their leader, Ahmed Abdi Godane, who was killed in early September in a US airstrike.
Godane has been replaced by Ahmed Omar, also known as Abu Ubeid.

US said to broaden combat role in Afghanistan

New York Times says Obama has given hushed green light for Pentagon to continue Afghanistan mission for at least a year.

Almost 10,000 US troops were already ordered to stay in Afghanistan after the initial drawdown [AP]
US President Barrack Obama has quietly expanded the Pentagon's role in Afghanistan from previously-set guidelines that were to limit US troop involvement in the war-wrecked country starting this year, the New York Times reported.
According to the newspaper, Obama signed classified orders for US forces to continue targeting Taliban in Afghanistan for at least another year.
The broadened plan also allows the use of American jets, bombers and drones to back Afghan troops on combat missions, the New York Times' report said, citing several unnamed administration, military and congressional officials with knowledge of the decision.
The report, which Al Jazeera was unable to immediately verify, did not identify how this would affect the number of US troops deployed on the ground.
The new guidelines go against Obama's comments in May, in which he said US military would have no combat role in Afghanistan next year, and that the task of 9,800 remaining in the country would only be training local forces and hunting the "remnants of al-Qaeda”.
Obama's new set of orders followed what the newspaper described as a "lengthy and heated debate" between "two often-competing imperatives," one being Obama's previous promise to end the war in Afghanistan, the other the Pentagon's demand to fulfill their remaining missions there.
The changes were made against the backdrop of Iraqi troops' failure earlier this year to stand against the Islamic State in Iraq and the Levant (ISIL), the newspaper said.
The Times reported that the decision was met with objection from some of Obama's top civilian aides who argued for a "narrow counter-terrorism mission against al-Qaeda," to avoid more American lives be put at risk next year in any operations against the Taliban.
US Military role
While the nature of US involvement in Afghanistan after this year has been under debate for years, two key factors, including Iraqi forces’ weak performance against ISIL, have tilted the balance in recent months in favour of what seems to be an extension.
The other factor was the arrival of Ashraf Ghani to Afghanistan's helm. The new president has been more accepting of an expansive American military expansion in his country than his predecessor, Hamid Karazai.
Reuters news agency said a senior administration official said the US combat mission in Afghanistan would be over by year-end, as Obama had announced in May.
"Safety of our personnel is the president's first priority and our armed forces will continue to engage in operations in self-defence and in support of Afghan security forces," the official said, according to Reuters.
"While we will no longer target belligerents solely because they are members of the Taliban, to the extent that Taliban members directly threaten the United States and coalition forces in Afghanistan or provide direct support to al-Qaeda, we will take appropriate measures to keep Americans safe," he added.

100-year-old woman sees ocean for first time

Just weeks before turning 101, Ruby Holt has seen the ocean for the first time.
She has spent most of her life on a farm in rural Tennessee picking cotton and said she never had the time or money to go to a beach.
"I've heard people talk about it and how wonderful it was and wanted to see it, but I never had the opportunity to do so," she said.
Now she has been on an all-expenses paid trip to the Gulf of Mexico.
Ms Holt's holiday was funded by the assisted living centre where she lives along with a charity which grants wishes to elderly people called Wish of a Lifetime.
She said she had never seen anything as big as the ocean but kept describing the November weather as "cold".
Ruby Holt putting a foot in the sea water
Mark Davis, executive director of Brookdale's Sterling House, where Ms Holt lives said two employees filled out the application for her after finding out that she wanted to see the ocean for the first time.
"They did a water gun fight out in the courtyard during the summer and water got brought up, the beach, and that's what she tol
d the girls, that she had never been," he said.
"When we got to the room yesterday she was just pointing out the ocean and, you know, her facial expressions and... she was just speechless."

Ms Holt, who has four children, said she was always too busy on the farm or working in a shirt factory to travel and that the family never had enough money.
The holiday to the beach in Alabama was the furthest she had ever been from her home in Giles County. Ms Holt said she had only left the state of Tennessee once before.
To visit the beach she travelled 400 miles - approximately the same distance as going from London to Glasgow.

She had been lent a motorised wheelchair which had been adapted to be used on sand and with the support of care workers was able to stand and dip her toes in the water.
Ms Holt said: "We don't have nothing like this in Giles County."

FIFA agrees on next step of World Cup probe

Football's governing body to review further awarding of hosting rights for 2018 and 2022 events to Russia and Qatar.

Michael Garcia spent 18 months probing allegations of corruption in awarding 2018 and 2022 World Cup events [AFP]
World football's governing body FIFA will further review the awarding of hosting rights for the 2018 and 2022 World Cup events, putting the status of hosts Russia and Qatar back in question.
FIFA said on Thursday, Domenico Scala, the independent chairman of its financial monitoring panel will study US prosecutor Michael Garcia's 430-page report into allegations of widespread corruption.
Scala would then recommend details of the confidential dossier for discussion by FIFA's executive committee.
"It is of major importance that the FIFA executive committee has the information necessary to evaluate which steps are
required based on the work done by the FIFA ethics committee," a FIFA statement said.
Garcia, who wanted his report to be made public, criticised ethics judge Hans-Joachim Eckert's 42-page report clearing the 2018 and 2022 World Cup hosts.
Eckert's findings, which were released last week, were based on Garcia's investigation.
Despite finding wrongdoing among the 11 bidding nations, Eckert said the integrity of the December 2010 votes was not affected.
Garcia appealed Eckert's decision last week to close the case against Russia and Qatar, and formally opened proceedings against some individuals, FIFA said.
FIFA's executive committee, including members implicated by Garcia, will meet over December 18 and 19 in Marrakech, Morocco.

Obama to visit India in January

White House says US president will visit India to attend its Republic Day celebrations and talks with PM Narendra Modi.

Modi , right, received a rousing reception when he visited the US in September
US President Barack Obama will travel to India in January for its Republic Day celebrations and talks with Prime Minister Narendra Modi, the White House has said.
His trip follows up on Modi's debut visit to Washington as India's leader in September.
Modi has been courted by the United States as a key partner in its attempt to rebalance US diplomatic weight towards Asia.
"The president will meet with the prime minister and Indian officials to strengthen and expand the US-India strategic partnership," White House press secretary Josh Earnest said on Friday.
Earnest did not give a precise date for the trip, but Republic Day commemorates the adoption of India's constitution on January 26, 1950.
The White House said Obama would be the first US president to attend India's Republic Day celebration.
In November, the two countries reached a breakthrough agreement in a bitter row over food subsidies that for months had been blocking a landmark global agreement to reduce trade barriers.
In September, Obama lauded Modi's "energy and determination" as the two stressed common goals - and had a "candid" discussion about the WTO's Trade Facilitation Agreement.
Modi's visit also allowed both sides to repair the damage inflicted by a recent series of spats, including a crisis last December when US authorities arrested and then strip-searched an Indian diplomat in New York for allegedly mistreating her housekeeper.
The warm welcome struck a sharp contrast to Modi's previous treatment by Washington, which refused him a visa in 2005 on human rights grounds over anti-Muslim riots in his home state of Gujarat.
Modi - who won India's biggest electoral victory in three decades in the April-May polls - denies wrongdoing and was never charged over the violence that killed more than 1,000 people.
India's Republic Day is marked by a massive, colourful parade in the capital city of New Delhi that celebrates the South Asian country's ethnic diversity - and offers it a chance to display its military hardware.
Each year, India hosts the leader of a foreign country as guest of honour for the parade.

Abbas warns Israel against 'religious war'

Palestinian president warns of turning political conflict into religious one as clashes erupt across occupied West Bank.

Palestinian Authority President Mahmoud Abbas has warned against places of worship becoming points of conflict, as tensions remain high over right-wing Jewish demands to be able to pray inside Jerusalem's holiest compound.
Speaking in Ramallah on Friday, Abbas warned Israel of turning the current political conflict into a religious one.
"This is a crucial time, there's terrorism, religious conflict and violence. It is us who pay the price, the blood of our children," said Abbas.
"I am warning against turning a political conflict into a religious one. Let's talk about politics not religion."
Timeline: A review of the critical events that have marked the history of al-Aqsa mosque in Jerusalem.
His comments came as Israeli forces clashed with Palestinian protesters in the occupied West Bank, amid growing fears that Israel wants to change the status quo at Jerusalem's Haram al-Sharif by allowing Jewish prayer there.
At least five Palestinian protesters were wounded when security forces fired rubber-coated steel bullets in the Abu Isneeneh neighbourhood of south Hebron.
Clashes also took place in Ramallah, Qalandiya, Kadom, Ofer, Jalazone, Silwad, AlRam and Nabi Salehat.
Sources told Al Jazeera that at least 10 people were wounded by either live or rubber-coated steel bullets, while tens of Palestinians suffered the effects of tear gas inhalation.
Meanwhile at the Mount of Olives adjacent to Jerusalem's Old City, two Israeli settlers were attacked on Friday, one stabbed in the back and another other hit by an iron rod, Israeli police spokesperson Micky Rosenfeld said.
Both were taken to hospital with their injuries not considered to be life threatening.
Al-Aqsa prayers
Meanwhile, Israeli police continued to allow young Muslim worshippers to pray at the Al-Aqsa mosque on Friday, having previously limited male entry to those under 60.

Israel eased restrictions at the site last week after US Secretary of State John Kerry announced agreement on steps to reduce tensions after talks in neighbouring Jordan, which has custodial rights at the compound.
Muslims officials said about 45,000 people attended Friday prayers at the mosque, with no serious incidents reported.
"It's a pretty calm scene. [There are] more media here than anything," said Al Jazeera's Imtiaz Tyab, reporting from occupied East Jerusalem.
The religious site, which is holy to Jews as well as Muslims, has been the focus of months of unrest in East Jerusalem, that has spread to the occupied West Bank and Arab communities across Israel, and raising the prospect of a new Palestinian uprising.
'Assassination plot'
Earlier on Friday, Israel arrested four Palestinians suspected of planning to kill right-wing Foreign Minister Avigdor Lieberman with an anti-tank rocket while he drove to his Jewish settlement in the occupied West Bank, Israeli officials said.
Israel's stance: Provocation or deterrence?
A statement by Israel's domestic intelligence service Shin Bet identified three of the detainees as Hamas members.
Citing their confessions under interrogation, it said they had hoped killing Lieberman "would relay a message to the State of Israel that would bring about an end to the Gaza war".

"We have no information about this issue. However, we stress that leaders of the Occupation [Israel] who are responsible for the killing of children and women and for defiling the sacred sites are legitimate targets for the resistance," Sami Abu Zuhri, a Hamas spokesman, said.
Tension has been high across the Palestinian territories after three Israeli teenage settlers went missing in June, and were later found dead, in what Israel says was an abduction and killing by Hamas fighters, followed by an apparent revenge attack on a young Palestinian male several weeks later.
Those events helped precipitate Israel's 50-day-long offensive against Gaza that killed more than 2,100 Palestinians, mostly women, children and the elderly.

Man stabbed 9 times after asking catcaller to stop harassing his girlfriend

A San Francisco man is recovering from near-fatal injuries inflicted over the weekend, after he asked a stranger to stop catcalling his girlfriend and was promptly stabbed 9 times. Ben Schwartz and his partner, Miyoko Moody, were walking home early Saturday morning with a friend when a man, whom the group had already passed earlier in the evening, began catcalling Moody for the second time that night. Schwartz asked the man to be quiet, which is when the suspect reportedly started trailing the group before he attacked.
“At first we tried to just ignore it, just kind of walk away and make our way home, cross the street and try to take a different path,” Schwartz told ABC San Francisco. “It turned violent very quickly, punches thrown … Next thing I know, I kinda had a knife in the back of my neck.”
Schwartz was nearly paralyzed in the attack, with stab wounds close to his main arteries and one narrowly missing his spine. His friends, who have started a GoFundMe page to raise money for his medical bills, have described Schwartz as “so kindhearted, and you can see that in everything that he does.” The San Francisco Chronicle reports that earlier this year, Schwartz bought a bike on the street because he believed it to be stolen, then sought out the rightful owner to return it. His suspicion was correct, and the owner had been looking for the bike frantically.
“I’ve had friends get their cars broken into, smashed-in windows, stolen laptops, stolen cell phone — there’s nothing I can do a lot of those times,” he told the Chronicle in February. “But this way, it was easy. It was safe, and it got him his bike back. … I just wanted to do somebody a solid for once.”

NATO jets scrambled more than 400 times this year for Russian intercepts

(CNN) -- NATO has scrambled fighter jets more than 400 times this year to intercept Russian military flights close to alliance members' airspace in Europe, the alliance's secretary general said this week.
That's a 50% increase in Russian air activity over last year and the kind of activity that harkens back to the days of the Cold War, NATO Secretary General Jens Stoltenberg said during a visit to NATO member Estonia on Thursday.
"This pattern is risky and unjustified. So NATO remains vigilant. We are here. And we are ready to defend all allies against any threat," he said at Amari Airbase in Estonia, where U.S., German and Estonian troops were gathered.
Stoltenberg said few of the Russian flights had actually violated the airspace of NATO nations, but he said the way the Russian planes operate threatens civilian aviation in the region.
"They are not filing their air flight plans. They are not turning on the transponders. And they are not communicating with the civilian air traffic control," he said.
"We are calling on Russia to conduct their military air activities in a responsible way and respecting international norms for this kind of air activity," Stoltenberg said.
In a report earlier this month, the European Leadership Network listed more than 40 "close military encounters between Russia and the West" that took place in the eight months from March to October of this year.
Three of those, including a near collision between a Russian military plane and a Swedish passenger aircraft carrying 132 people, were classified as "high-risk" incidents that could have led to direct military confrontation between Russia and the West, according to the report, titled "Dangerous Brinksmanship."
Russia also has said it will expand its military flights, with Defense Minister Sergey Shoigu saying this month that Russian military aircraft would be flying along U.S. coasts and even into the Gulf of Mexico.
"We have to maintain (Russia's) military presence in the western Atlantic and eastern Pacific, as well as the Caribbean and the Gulf of Mexico," including sending bombers "as part of the drills," Shoigu said.
Stoltenberg, continuing his Baltic trip in NATO ally Lithuania on Friday, said the alliance is not standing idle as Russian activity increases.
Visiting the Karmelava Airspace Control Center, he said NATO's air policing mission in the region "has been significantly strengthened in the recent months."
"And we have also deployed more ships in the Baltic Sea. And since the start of this year, NATO allies have conducted over 200 exercises," Stoltenberg said

Burkina Faso army maintains hold on power as Zida named PM

OUAGADOUGOU
The army officer who took power after the fall of Burkina Faso’s president was on Wednesday named prime minister, ensuring the military keeps a grip on government despite pressure for a civilian transition.
Lieutenant Colonel Isaac Zida was appointed premier by the country’s interim president three weeks after longtime leader Blaise Compaore fled the country under pressure from mass protests.
While interim president Michel Kafando, a former foreign minister, is a civilian, Zida’s appointment as head of his government showed the military had no immediate plans to retreat from a role in running the west African nation.
In the immediate aftermath of Compaore’s fall, Zida, then second-in-command of the presidential guard, was installed in what appeared to be a military power grab.
The country faced international pressure to quickly transition to civilian rule.
Zida on Wednesday urged the people of Burkina Faso and the international community “to accompany us without prejudice” on the path to a peaceful transition, insisting the government would make no “selfish calculations”.
The appointment of the 49-year-old was agreed between politicians and army leaders, according to a senior military officer.
“It was on this understanding that we gave the post of president... to civilians,” the officer said. (AFP)
SABOTAGE
Some civil society representatives said they were concerned over Zida’s appointment, but were willing to be patient and monitor his performance.
“We are worried, but that’s all,” said Guy Herve Kam, spokesman for the Balai Citoyen (Citizen Broom) group, whose mobilisation of young protesters contributed to Compaore’s fall.
A number of residents of the capital Ouagadougou however were sharply critical, calling the appointment a betrayal of their “revolution”.
Zida’s moves while in power have included suspending local and regional councils and sacking two heads of state firms for alleged sabotage.
Kafando, a 72-year-old veteran diplomat, was sworn in as Burkina Faso’s interim president on Tuesday to oversee a year-long transition to civilian rule after the turbulent ouster of Compaore’s regime on October 31.
The one-time foreign minister and UN ambassador has pledged he would not let the landlocked nation of 17 million people become a “banana republic”.
Poised to formally take over Friday from the interim military regime, Kafando emphasised his “humility” as a leader aware that he temporarily held “power that belongs to the people”.
Mass unrest erupted in late October over Compaore’s bid to change the constitution, which would have allowed him to extend his 27-year rule of the former French colony.
Kafando was chosen to head the transition after tortuous negotiations between the military, political parties and civil society groups.
Both Kafando and Zida are barred from standing in elections scheduled to be held in November next year under the transition deal.

Boko Haram steps up attacks in Cameroon

YAOUNDE
Nigerian Islamist extremists Boko Haram are intensifying attacks in neighbouring Cameroon, targeting new villages with increasingly sophisticated weapons, as the army fears more violence in the approaching dry season.
“We’re convinced that the establishment of a 'caliphate’ (by Boko Haram) is aimed not only at Nigeria but also at Cameroon,” Leopold Nlate Ebale, commander for an elite battalion in the border zone, told AFP.
Until recently, Boko Haram had focused its attacks on several Cameroonian border posts across from towns it controls in the Nigerian state of Borno.
It has also been using Cameroon as a place to rest and stock up with arms and food.
But its attacks are now spreading further south into the country.
Members of the group have slit the throats of market-goers in broad daylight near the northern city of Mokolo, according to Cameroon’s army.
Meanwhile, rivers between the west African nations are evaporating as the dry season approaches.
Dry weather “will increase Boko Haram’s capacity for harm,” said colonel Jacob Kodji, a regional army chief in northern Cameroon.
“They will no longer have to cross over bridges. They will be able to cross anywhere over the border, at any time, by any means.”
ROCKET LAUNCHERS
The Islamists have taken some 20 towns in Nigeria and amassed a weapons stockpile seized from Nigerian army bases. They now use armoured vehicles, landmines and rocket launchers. (AFP)
as well as kalashnikovs and rocket launchers.
Cameroon’s military is increasingly concerned as Boko Haram fighters approach major cities like Maroua, the capital of the Far North region, which the group is suspected of infiltrating.
Cameroon has deployed around 2,000 soldiers in the northern region and registered 32 deaths since the start of the operation.
Despite the losses, the government says its soldiers are beating back the Islamists.
The authorities regularly announce the killing of hundreds of Islamists during skirmishes, though it is impossible to verify the figures.
Cameroon has some 4,000 elite soldiers, trained by Israeli soldiers, but observers are sceptical about the capabilities of the regular army, particularly in the face of bigger attacks.
“Until now, the military presence has endured major skirmishes. But if Boko Haram decided to launch a major offensive, they could break through Cameroon’s lines without too much difficulty,” said a source close to the country’s intelligence services, requesting anonymity.
RECRUITS
The army’s successes up to now were partly due to the fact that the insurgents were sending young, inexperienced recruits to Cameroon, rather than hardened fighters from Nigeria, he said.
“The Boko Haram fighters we’re dealing with are trained in three weeks: the first week they’re given money and drugs, the second week they learn to put together and strip down a kalashnikov, and the third, they’re sent to the frontline,” said a Cameroonian officer, declining to be named.
The army, initially criticised for its inaction, also feels increasingly isolated in its fight against the Islamist group.
Hundreds of Nigerian soldiers have fled to Cameroon on several occasions in response to Boko Haram attacks, yet the two countries “share information but nothing more”, according to Cameroon’s defence ministry.
A regional force — with 700 soldiers each from Chad, Cameroon, Niger and Nigeria — is due to be deployed by the end of November, but will mainly concentrate on the area around Lake Chad, in the far north of both countries.
