Andrew Scott reportedly cast as baddie for Bond 24...





He's already clashed with one iconic British hero by playing Moriarty in the BBC's Sherlock, and now Andrew Scott is reportedly set to play a villain again in the next James Bond movie.


With the title and cast of "Bond 24" set to be announced tomorrow (Thursday), The Mirror has jumped the gun by naming the Irish star as a baddie now.






He will apparently appear alongside Daniel Craig, Ralph Fiennes, Ben Whishaw, Rory Kinnear and Naomie Harris in the eagerly awaited sequel to Skyfall.


And Léa Seydoux, Dave Bautista and Christoph Waltz are also claimed to have snagged parts in the new film. Directed by Sam Mendes, the film is scheduled for release next October.

Ugandan singer Eddy Kenzo has come out and admitted that singer Diamond Plantinumz deserved to win the Award of Most Gifted East African Artist at this weekend’s Channel O Awards.

The courteous Sitya Loss singer was nominated in the Category with Diamond and fellow Ugandan, Navio.

“I would like to congratulate my comrade and fellow singer, Daimond Platinumz for emerging winner for the award of Most Gifted East African Artiste, he deserved it,” Kenzo is quoted to have said.

He further emphasized that the number one singer had some of the most expensive videos on the African continent shot by the experienced God Father team, which he said contributed so much to his success.

Kenzo however vowed that the coming year was his year and promised his fans that he would bring the same award and many more back home.

Kenzo who was represented by his friend Adams Dumba at the awards held in South Africa is currently concluding his European tour.

Di Maria expected to miss Manchester United’s clash with Southampton

Louis van Gaal admits he does not expect Angel Di Maria to be fit for Manchester United’s clash with Southampton on Monday.

The Argentina international limped out of Saturday’s 3-0 win over Hull City with a hamstring injury and subsequently missed United’s 2-1 win over Stoke City on Tuesday evening.

Wayne Rooney was also absent due to a knee problem and the forward is set to undergo a scan on Wednesday to determine his availability for United's trip to St Mary's on December 8.

"We have to wait for tomorrow to say anything about it because you never know with a knee," said Van Gaal.

"But my opinion it is not so heavy - but I am not a doctor. We have to wait a scan and we will know more. Di Maria is not so heavy, but of course he shall not play against Southampton but you never know."

Van Gaal also revealed that Daley Blind, who continues to recover from a knee injury, is unlikely to feature before Christmas.

“It is not so heavy but what is not so heavy in his injury, it is not heavy but the injury is not next week. Christmas maybe. I think that at the end of December maybe we see light in the tunnel,” said Van Gaal.

United's win over Stoke was their fourth consecutive victory in the Premier League and they now sit a point behind third-placed Southampton, who travel to Arsenal on Wednesday evening.

Marouane Fellaini opened the scoring but Steven N'Zonzi pulled Mark Hughes' men level before the break. Juan Mata's free-kick secured the three points for United, and Van Gaal believes the win was well deserved, despite a sub-par display in the first half.

“I am not happy with the performance. I was not pleased with the first half. We were not so aggressive as in the last match and we want to play in the same style,” said the Dutchman.

“In the second half we played much better, keep the positions, more aggressive but then you have to finish it. [James] Wilson could have finished it, Fellaini could have finished it.

“In England when it is like that you know the coach of the other team shall do something and Peter Crouch we knew in advance. It is difficult to defend long balls and a great save from [David] De Gea and a little bit of luck from Ashley Young.

“You have to see the whole match and say there is one team that deserved it and that is Manchester United.”

CRDB Bank signs 3-year workers’ collective bargaining agreement

CRDB Bank yesterday signed a three year collective bargaining agreement with the Tanzania Union of Industrial and Commercial Workers (TUICO) to improve their workers’ incentives packages.

Speaking in Dar es Salaam yesterday during the signing ceremony, CRDB Executive Director Dr Charles Kimei said that the agreement will help motivate workers thus increase their efficiency in production.

“It is our hope that through this agreement our employees will recognise how much their employer cares for them and values their contribution to the company,” he said.

The agreement includes among other things, a  better  system of employment  and confirmation of  workers,  handling of labour disputes ,  maternity benefits , sick leave,  payment of transfer allowance , long service awards , best workers awards  and insurance  for  the employees and their families.

Dr Kimei said that his bank is aware that business success will not be attained if the workers who are the main producers do not have better working conditions.

He said recognising that fact, the Bank is working to secure a collective bargaining agreement as per section 67  of the Labour Relations Act  number 6  of 2004  together with  regulation number 50 (2)(b) of 2007.

Tuico Assistant Secretary General John Shukunzi said the collective bargaining agreement is crucial in ensuring the welfare of workers is improved and secured.

He said that the Labour Relation Act has stipulated important rights and immunity for workers but   nonetheless it has left out several major issues including leave allowance, medical services, funerals and insurance of employees and their families  all of which are not mentioned in the law but which can now be included in the collective bargaining agreement.

He called upon other employers to emulate the move by CRDB bank and improve the welfare of their employees.

Stakeholders want special office to handle public debt

Establishment of a Central Public Debt Management Office is the key to better management of government borrowings and the national debt stakeholders have said this while the government maintains it is already setting up a department in the Ministry of Finance for the purpose.

Challenging the government to establish the debt management organ, Tanzania Coalition on Debt and Development (TCDD) cautioned that failure to manage the national debt, the country will suffer dire socio-economic impacts.

Addressing journalist yesterday in Dar es Salaam, TCDD Executive Director Hebron Mwakagenda, said the central public debt management office can help reduce the skyrocketing debt citing that the country’s public debt stock stood at 29.3trn/- as of March, 2014 , having increased by 4.68trn/- since the same period last year.

He explained that while there are two committees charged with monitoring the national debt, the National Debt Management Committee (NDMC) and the Technical National Debt Management Committee (TNDMC) the two organs are also tasked with other duties and management of the national debt is an additional task.

He said the two organs are stretched beyond capacity and as such, ‘there have been cases of unauthorised persons contracting loans without consent of the Finance Minister.

“Lack of a unified public debt management office and a central database, has resulted in the government failing to recover 281m/- from M/s Ginaac Industries Ltd and 44m/- from Mansoons Ltd both of which no longer exist,” Mwakagenda alleged.

He cited the Controller and Auditor General (CAG) report of 2012 saying the government had issued guarantees to public and private enterprises above the set borrowing ceiling amounts and according to him, in 2010 alone, over 711.8bn/- was borrowed and is now the government’s burden.

“Had there been a central debt office, such anomalies would be effectively detected and addressed,” he emphasised.

He said the coalition recommends the training of more staff to manage the proposed unified public debt office and strengthen the national loans, guarantees and grants Act, 1974.

“As it currently stands, the legislation does not state the caliber of public officers to whom the finance minister can delegate loan negotiation and contracting powers and it neither prescribes any sanctions on unauthorised officer(s) who impersonate the minister and fraudulently contract loans on his behalf,” the TCDD Executive Director said.

“The Act is also equally silent on what action should be taken on fraudulent companies or individuals,” he added.

He also said the coalition calls upon the government to make public debt contracting transparent and conduct auditing.

“The national debt and its management are serious issues of national security,” he cautioned.

In its finding, the coalition established that there has been lack of political will to establish a debt management office, he said and attributed it to indiscipline and non-compliance with accounting and procurement standards.

“Violation of professional legal accounting and procurements, standards and regulations … loan contracting by anonymous cum unauthorised public officers, exceeding guarantee ceilings, charging expenditures to wrong accounts and misreporting debt accounts, all these are challenges that the Central Public Debt Management Office would handle,” he concluded.

However, in a related development, Finance Minister Saada Mkuya yesterday said that, her ministry is already in the final stages of setting up a department to deal with the national debt.

According to Mkuya, the finance ministry had earlier this year received directives from the State House on how to best manage the matter and is now working on outsourcing qualified staffs.

“This will mean all debt which were either under the central bank (BoT) or the treasury, will now be coordinated under a unified department in the ministry,” she said.

Depreciation of shilling limits drop

Effective today, most all fuel prices at the pump will drop by over 100/-, Energy Water Utility Regulatory Authority (EWURA) has announced and said that were it not for the depreciating Tanzanian shilling, the prices would have dropped even more.

Prices per litre for petrol, diesel and kerosene today drop by 149/- (6.83 per cent), 119/- (5.85 per cent) and 106/- (5.31 per cent) respectively, the Authority has said.

Apart from the retail price, the wholesale prices have also decreased by 148.66/- (7.16 per cent), 118.69/- (6.16 per cent) and 105.81/- (5.59 per cent) for petrol, diesel and kerosene respectively.

“This notable drop in retail and wholesale prices is the result of continued falling of World Oil Market prices and a decrease in the supplier’s premium rates,” EWURA Director General Felix Ngamlagosi explained in statement issued yesterday.

“Prices would have dropped further had it not been for depreciation of the Tanzanian Shilling against the USD,” he went on to explain.

He said EWURA shall continue to encourage competition in the sector by making available petroleum products pricing information including the price caps.

“This information on prices is intended to enable stakeholders make informed decisions on petroleum prices at a particular time,” he noted.

“Oil marketing companies are free to sell their products at a price that gives them competitive advantage, provided that such prices do not exceed the price cap for the relevant product,” he added citing that the approved formula was gazetted through Government Notice No. 432 of November 29, 2013.

Commenting, renowned economist, Dr Joseph Massawe said while generally speaking, fluctuations in the price of petroleum products have a direct impact on the prices of other products and services as well, today’s drop of fuel prices may not necessarily lead to the reduction in prices for other commodities and services.

 “Generally, the prices of things and transport costs are supposed to equally reduced but the fuel price reduction may not be 100 per cent reflected due to other fluctuating factors like exchange rates between Tanzanian shilling against major currencies,” he cautioned.

He said other factors that may lead to the low reflection of the fuel price drop in include poor infrastructures like roads and prices of vehicle and machinery spare parts.

“Fuel is a very important component in the economy…with other factors generally being constant, when the prices are up, the price for almost all other things also goes up and vice versa,” he said.

 “With the current reduction, we expect the inflation to be reduced,” the economics guru projected.

Last month, the price for petroleum products also decreased. The retail prices for petrol, diesel and kerosene respectively decreased by 14/- (0.66 per cent), 37/- (1.81 per cent) and 22/- (1.10 per cent) per litre.

Similarly, wholesale prices of petrol, diesel and kerosene dropped by 14.40/- (0.69 per cent), 37.32/- (1.90 per cent) and 22.17/- (1.16 per cent) per litre respectively. 

 Elsewhere in the world, it is reported that consumers have so far got only a fraction of the steep fall in crude prices, says the Economic Times citing that Brent crude has dropped about 40% since June, but the price of petrol, diesel, jet fuel and commercial LPG have fallen barely 8%-17%.

Officials explain that the price movement of international crude oil and global petroleum products are often not same and that international crude prices fall faster than global prices of petroleum products on which domestic retail prices of petrol, diesel and cooking gas are based on.

Thomas Muller says it will be "boring" if Cristiano Ronaldo wins the Ballon d'Or for a third time.

The Portugal captain is the favourite to add to his 2008 and 2013 wins, with Lionel Messi and Manuel Neuer his two rivals for the trophy this time around.

Neuer in particular has won the backing of several high profile names, including Bayern boss Pep Guardiola and midfielder Xabi Alonso.

Muller, a team-mate of the goalkeeper at both club and international level has now thrown his support behind the former Schalke man in the hope of a fresh face being crowned the world's best player.

"If Ronaldo wins it again, it would be very boring. Then you'd have to question the choice," he told Sky. "Neuer is there because he became a world champions and has shown his brilliant otherwise.
"Robben, for example, was outstanding. There are even some Germany players who deserve it. I've already given my opinion. These elections aren't so important to me. I see myself as a team player."

The plight of Borussia Dortmund has been the major talking point in the Bundesliga, with last season's runners-up in Germany's top flight bottom of the table after 12 games.

Their terrible start is even more surprising given their form in the Champions League, where BVB have sailed through to the knockout stages of the competition.

Muller admits he has been left stunned by their recent struggles and even claimed he hopes they recover and add an additional element of competition to the Bundesliga.

"I'm rather shocked," he continued. "If you look at the situation as an outside observer, I'm stunned. In the mean time I want Dortmund to get every point beause it's important for German football.
"You can see what is possible in football. Dortmund are great in the Champions League but bottom of the league. It's crazy, but it's not our issue."
Despite his slight display of empathy towards Bayern's rivals, the 25-year-old added his delight at their seemingly unstoppable march towards another league title.

"The fans might like to have a closer battle for the championship but our job isn't keeping the league exciting. The chance that we become champions is already high."
