Security firms' operations 'ungoverned'

The government is yet to formulate a security and defense policy which
would oversee operations of security companies in the country.
According to Tanzania Security Industry Association (TSIA), private security companies have been operating under no laws, guidelines or regulations, something that is contrary to the country’s constitution of 1977.
Speaking to journalists in Dar es Salaam yesterday, TSIA Chairman, Almas Maige said security companies were established without official documents including Government Notice.
Maige was briefing reporters on TSIA general meeting slated for November 26 and 27 in Dodoma.
The lack of regulations is considered a major cause for poor performance by most security firms compared to international standards.
He noted that there are about 800 private security companies operating in the country, providing more than 2 million employments.
He said the recent discovery of oil and gas in the country provides abundant business opportunities for the security sector but according to the Oil and Gas Field Protection Forces, Tanzanian companies do not qualify to provide security services to such sites thus leaving the opportunity to international
companies.
“The lack of guidelines has made it impossible for local security companies to compete with international firms, thus leaving the opportunity to foreign companies,” he said.
“Since their establishment in the past 35 years, security companies have been operating without laws or regulations to guide them,” he added.
Maige said in order for the sector to operate successfully and compete with international security firms, there is a need to establish a Private Security Industry Regulatory Authority which will oversee all operations of private-owned security companies.
In addition, he said among the challenges facing the sector are low capital and the lack of a harmonized training system and uniforms which could be used by all companies.
He said security companies face difficulties when applying for loans in banks especially the high interest rate of 25 percent compared to foreign security companies operating in the country, as they can access loans from their banks at an interest of between 1 and 3 percent.
Furthermore, Maige said Article 274 of the proposed constitution offers opportunity for the establishment of private security companies whereby the National Assembly will enact laws to allow the formation of these companies.
When reached for explanations, Home Affairs Spokesperson, Isaac Nantanga said security companies have been registered at the Business Registrations and licensing Agency (BRELA) and they are also recognized by the government through the ministry Home Affairs where they are scrutinized.
He said though the security firms are now operating as private companies, their activities are being monitored by the ministry of Home Affairs.
“The government is now working on coming up with a security and defense policy which among other things will govern the operations of security companies,” Nantanga added.

CUF, CCM want IPTL scandal suspects axed

Additionally, CUF wants all accounts that have so far received funds from the Tegeta escrow account frozen and also on the remaining amount in the escrow account.
Speaking to journalists in Dar es Salaam yesterday, CUF National Chairman Professor Ibrahim Lipumba advised the Prevention and Combating of Corruption Bureau to start investigating all officials implicated in the scandal.
“For the investigation to be free and fair, first, the culprits should resign,” he said.
“In case they are directly linked, other procedures including dragging them to court will follow…it is important that PCCB takes action immediately before some of the culprits leave the country,” he urged.
In a related development, the ruling Chama Cha Mapinduzi (CCM) party has also called for ‘strict legal action’ on all persons implicated in the scandal.
CCM Ideology and Publicity secretary, Nape Nnauye, maintain that the party’s stance is, ‘everyone should carry his/her own cross and leave the party untainted and strong.’
Addressing a public rally yesterday at the Ilulu grounds in Lindi at the close of an eight day official visit of CCM’s Secretary General Abdulrahman Kinana to the region, he said ‘the party’s stance is that all those involved should leave the party.’
“Our party is strong and follows procedures when taking action against wrong doers within the party,” he added.
“We are dealing with all corruption scandals including the Tegeta escrow account…if you are trusted with a leadership position it is a must to adhere to leadership ethics and if one fails the party will take action against them,” he said.
In a related development, Methodist Bishop for the Dodoma Diocese, Joseph Bundala, proposed the death penalty or life imprisonment for all found guilty in the Tegeta escrow account scandal.
Speaking to The Guardian yesterday in the capital, the Bishop maintained that the country needs harsh laws ‘especially on public leaders who are sworn in by the President’ the cleric urged.
“They vowed to be at the service of the country in a trustworthy manner but they have gone against their vows by embezzling public funds for their own benefits while the wananchi are dying for lack of medicines,” the bishop decried.

Gundogan: It can't get any worse

Last season's runners-up are just one point above the relegation zone and saw Marco Reus stretchered off injured as they collapsed to a disappointing 2-2 draw at Paderborn on Saturday.
Dortmund led 2-0 at half-time through goals from Pierre-Emerick Aubameyang and Reus, before Lukas Rupp and Mahir Saglik hit back for the hosts.
"I don’t know if a Bundesliga club has ever had a worse second half than us today," Gundogan told the Bundesliga.com website.
"We were good in the first half and were clearly on top. We scored two goals and deserved to be 2-0 up but we could have scored more and didn’t.
"In the second half, we conceded a goal that began with our own corner, then Marco got injured and then we conceded another really poor goal."
Reus was making his return from his third ankle ligament injury in five months and was caught on the problem area with a strong challenge from Marvin Bakalorz.
Gundogan, 23, said: "It can't really get any worse. It's tough for all of us, not just for Marco. We're all hoping he gets some good fortune amidst all the bad luck."
Jurgen Klopp's side have won just three Bundesliga games this season.

Fabian Delph is preparing to run down his Aston Villa contract and leave for nothing in the summer amid interest from Tottenham and Liverpool, Goal understands.
The midfielder has rejected Villa’s offer of a new contract worth €63,000-a-week and the Midlands club are resigned to losing him in the summer.
Delph is likely to be the subject of bids in the January transfer window but the player would prefer to wait until the end of the season to assess his options.
The 25-year-old is currently out of action with a dislocated shoulder and expected to return in December.
Tottenham and Liverpool are among the clubs closely monitoring his situation and Delph would welcome the chance to join either club.
Delph has become a key player for Villa under Paul Lambert and was rewarded in September as he made his England debut.
But Villa are again struggling in the lower reaches of the Premier League - they currently sit 16th in the table - and a high-profile transfer could boost Delph’s chances of cementing his place in Roy Hodgson’s squad for Euro 2016.
Delph made seven league appearances for Villa this season before undergoing surgery after landing on his shoulder in training.

The Red Devils had seen an upturn in results since switching to a four-man back line in early September but Van Gaal now feels vindicated, though noting that he would have been castigated for the same decision if the result had gone the other way.
“If Arsenal had scored in the first 20 minutes, you would be asking about why I picked three defenders - but now I can laugh,” he observed to reporters.
“I am confident I made the right decision. To make it before the match, that’s a quality decision. I can say that now, that’s the life of a coach. The result always gives you the reason or not.
“I have to say I cannot do other things because I don’t have many players. I think the players have done fantastic. Blackett, McNair and Shaw - how old are they?
“I hope some players come back from injuries because it’s unbelievably difficult to create consistency in the team,” he continued. “Every week I have to change my lineup. That is not always good to create ultimatism in the team.”

Arsenal dominated much of the first half and squandered chances to take the lead, leaving the United boss critical of his side’s ball retention.
He remarked: “I was not pleased with the way we played in the first half but, of course, it was an away game against a top team and we have won so, OK, I can say yes, it’s my best victory [at United].
“In the first 35 minutes we gave the ball away so easily; that’s not possible for a top team. Arsenal created a lot of chances but fortunately we have a very good goalkeeper [in David de Gea]. After the first 35 minutes, you saw us coming back in the game.
“That’s what I said at half-time. When we keep the ball, when we show confidence, then we shall score goals.
“Ball possession is always more in the mind of the players or the stomach of the players. You can’t train it in a direct way - you have to give them the freedom to do it.”
De Gea was widely praised for his performance on Saturday but, despite the Spaniard’s rave reviews all season, Van Gaal believes that there is plenty to improve about his performance.
“He has quality. I’m used to his quality [but] he can improve also, in other aspects of his game,” the manager added. “When I say that, you think I’m crazy but I’m not crazy.”

England international Wilshere escaped punishment from referee Mike Dean when he appeared to headbutt Fellaini in the first-half of the clash at the Emirates Stadium, before an injury forced him off the pitch.
Yet his manager, who also saw Wojciech Szczesny injured after a collision in the build-up to United’s first goal, played down the physicality of the game and claimed he did not see Wilshere’s incident.
"I haven’t seen it because it was on the other side and I haven’t seen what happened there well enough," he told reporters. "It was a fair game, physically committed but I didn’t see any bad things on the pitch.
"Wojciech is not bad [after his collision with Kieran Gibbs]. Jack I don’t know how bad it is because he tried to stay on and couldn’t. It could be an ankle problem, I don’t know how bad it is.
Defeat means the Gunners have now lost 11 of their last 15 meetings against their Old Trafford rivals, winning just one, but Wenger does not believe his side play with a mental block in this fixture.
"No [there is no mental block] because we played with freedom and we pressed them very high. We won balls back and we had plenty of opportunities to finish this game off.
"I think we made a big mistake on the first goal and when you’re 1-0 down you’re too impatient. We were not cautious enough and we gave the second goal away.
"We missed a few opportunities in the second half. You have to be efficient in top-level games and we were not efficient enough in our good periods, but there were a lot of positives in the game today.
"Even if we are very, very disappointed, we have to keep that and rectify. At the moment, defensively, we are a bit naive."

Tanzania graduates told to go internationally

Tanzanians have been advised to compete for jobs at international level instead of depending on the local market alone.
The statement was made by the former President Ali Hassan Mwinyi, who is also KIU Vice Chancellor during the 11th graduation ceremony of the Kampala International University, Dar es Salaam Constituent College.
Mwinyi decried the rush of the majority public for material wealth at the cost of others in the society advising young elites not to get involved in illegal practices.
He told the outgoing students to be aware of their potentials to the nation and family members by ensuring that the education they have obtained at the college enables them to become role models in the communities they live.
“You should use the education and knowledge you have acquired at the college with diligence to achieve your lives expectations” he said.
Speaking in the same line, Foreign Affairs Minister Bernard Membe said there was a need for the government to re-establish local manufacturing industries in order to create enough employment opportunities to majority young graduands.
Membe said the university alumni have for long been left without jobs despite being surrounded by unexploited job opportunities.
“We will only reduce unemployment rate if we re-introduce industrial sector in the country. Tanzania Commission for University (TCU) needs to grant a status of fully fledged University to KIU to allow the Constituent College in Dar es Salaam to issue certificates to graduands” he said.
He said it was absurd for students to travel to Kampala just to get their certificates while there is possibility for such certificates to be issued at its campus in Dar es Salaam.
He advised graduands to search for jobs despite challenges facing the labor market saying they should never give up the exercise.
The ceremony that saw more than 1000 graduates from different faculties at its Dar es Salaam campus, 523 being females and 608 males, also witnessed the former President Mwinyi being conferred with an honorary Doctor of Science degree.
